Under relevant emergency-response plans, Haihe flood control headquarters launched a Level III flood emergency response from 19:00 on July 11 and the Haihe Commission activated a Level III flood-defense response. At 18:00 on July 11 inflow to Panjiakou reservoir on the Luanhe system was 2,240 cubic meters per second; this meets the numbering criteria and is designated Luanhe 2026 No.1 flood under the Ministry of Water Resources’ national major rivers flood numbering list.
