REalloys, Titan Mining, ioneer and Energy Exploration Technologies have agreements with the Pentagon to build facilities to process rare earths, graphite, lithium and boron. REalloys plans a rare-earth separation plant at the Tooele Army Depot in Utah; output will be stored on-site for military use.
