It calls for continued special inspections to root out implicit barriers, opens complaint channels, and promises strict enforcement against differential treatment, hidden thresholds and selective law enforcement. The draft also guarantees equal participation by foreign firms in government procurement and requires soliciting foreign‑invested enterprises’ views when drafting policies on using foreign capital.
