Compiled over a year by the commission and dozens of Palestinian technocrats, the proposal outlines early post-war reconstruction and governance priorities with planned spending on temporary housing, rubble clearance, hospital repairs, economic revival and deployment of multinational security forces. The commission, which includes 28 member states, says the plan requires cooperation from Israel and Hamas and aims to begin once Israel's Oct. 27 election concludes and a new government is formed.
