Minister Li Changguan said the Ministry of Civil Affairs will combine meeting
elderly needs with addressing population aging and respond in a timely,
scientific and comprehensive manner. The ministry will improve and implement the
national strategy for actively addressing population aging, strengthen strategic
coordination, policy alignment and resource sharing, and enhance policy
targeting, coordination and system-wide coherence. It will accelerate drafting
an Elderly Care Service Law, push revision of the Law on Protection of the
Rights of the Elderly, and strengthen legal safeguards in the aging sector.
