China's Ministry of Water Resources said mountain‑flood warnings reached orange level in 21 Sichuan counties — including Heishui, Li, Jiuzhaigou, Chongzhou, Baoxing and Mingshan — between 20:00 on the 10th and 20:00 on the 11th. The ministry launched a Level‑IV flood‑defense emergency at 20:00 on the 10th, instructing Sichuan water authorities and basin management agencies to step up rainfall and hydrological monitoring, forecasting and warnings and to implement mountain‑flood prevention measures.
