The National Energy Administration released the Energy Sector Energy-Saving and Carbon-Reduction Action Plan (2026–2028), directing accelerated transformation of industrial energy supply and stronger renewable development in and around industrial parks. It backs large chemical parks exploring nuclear heat/steam, supports zero-carbon parks and factories, and encourages eligible plants to install industrial green microgrids integrating PV, wind, high-efficiency heat pumps, new storage, hydrogen, waste-heat/pressure/gas recovery and smart energy management. The plan promotes greater use of public grid power, large-scale CHP for centralized heat/steam and other clean energy to cut coal use in captive coal units; it also pushes integrated green hydrogen–ammonia–methanol projects, industrial by-product hydrogen and green hydrogen deployment, exploration of hydrogen–power coupling, and substitution of fossil fuels with hydrogen and biomass.
