The compute bank will establish a simulated deposit–billing–withdrawal–credit operational mechanism to let SMEs deposit idle compute for cross-region, cross-cycle scheduling and flexible withdrawal; it will research tiered settlement by compute contribution and explore a compute credit-scoring system.
