The Office of the State Council Work Safety Committee issued a notice directing
regions, relevant ministries and central SOEs to tighten power-supply safety for
critical electricity users. It requires comprehensive inspections and
rectification of risks including simultaneous outages of dual-circuit supply
systems. Mines, chemical plants, metal smelters and rail operators must carry
out special self-checks of their supply systems, log defects in issue registers
and complete rectifications within set deadlines. The notice mandates stronger
supply-reliability management, strict implementation of dual-circuit supply and
on-site emergency generators, and regular changeover drills for switching
devices. It also orders enhanced inspection and maintenance of lines and
equipment vulnerable to extreme weather, intensified safety training for key
staff to improve fault detection and emergency response, and stepped-up
supervision to enforce power-safety rules.
