Bank of England says the Prudential Regulation Authority is clarifying it may release capital buffers for other systemically important banks (O-SIIs) during periods of systemic stress.

Reuters cited a security source saying an explosive device detonated on Tuesday near a Damascus hotel where French President Macron was due to stay. Roads were sealed and security measures deployed; a Reuters witness heard the blast and saw smoke. Other media reported Macron’s convoy left shortly beforehand. Syrian state TV said that after the blast the Syrian president met Macron at the presidential palace.
