Germany's economics ministry plans a state-owned strategic natural gas reserve to guard against extreme disruptions, a person familiar with the plan said. The reserve would hold about 24 TWh—roughly 10% of Germany's gas storage. Initial build, gas procurement and injection costs are estimated at €1.2–1.5 bln, to be incurred in 2027–28, with annual operating costs of €150–180m. The cabinet is expected to consider the proposal in mid‑August. Funding would be raised via a surcharge on gas consumers.
