The third batch of 2026 "Two-Heavy" construction projects has been issued, allocating 193.5 bln yuan of ultra‑long‑term special treasury bond funding. Authorities will accelerate planning, policy and institutional reforms to expedite delivery, including improving railway financing and pricing mechanisms, piloting sewage‑treatment charging reforms in Yangtze cities, studying service‑life standards for flood‑control facilities and deepening agricultural water‑price reform.
