China's Ministry of Human Resources and Social Security has set a 2026
enrollment target of 1.25 million for vocational/technical schools, prioritizing
intake from rural migrant workers, unemployed or unplaced college graduates,
registered unemployed and other job‑disadvantaged groups. Training will focus on
market‑demand sectors and occupational skills including AI, advanced
manufacturing, the low‑altitude economy, new energy vehicles and elder‑care
services.
