launched one submarine-launched strategic missile (SLBM) carrying a training
simulated warhead into the Pacific high seas; the missile landed in the
designated sea area. The launch was a routine element of China’s annual military
training, was pre-notified to relevant countries, complied with international
law and practice, and was not directed at any specific country or target.
