The CSRC has opened a public consultation to refine listed companies' refinancing rules and proposes a uniform market-price issuance pricing mechanism. Under the proposal, all listed companies' private placements must use the first day of the issuance period as the pricing reference date to set issue prices, to promote market-based pricing and improve lock-up arrangements to better protect small investors.
