Semafor White House reporter: Multiple industry groups led by the U.S. Chamber
of Commerce wrote to the House Rules Committee saying they "strongly oppose" a
proposed provision in the National Defense Authorization Act that would prohibit
defense contractors from conducting stock buybacks.
