On the 23rd at a government meeting, Putin said Russia is willing to hold peace
talks with Ukraine based on the 2022 Istanbul accord, principles set out in a
2024 foreign ministry speech, the model discussed at the 2025 Anchorage meeting,
and on-ground realities. He said peace talks were proactively broken off by
Ukraine and that Kyiv’s recent strikes on Russia appear aimed at creating
conditions favorable to resuming the interrupted negotiations.
