Phase I of a large single-site AI compute cluster in Huailai County, Zhangjiakou has entered full operation, deploying more than 200,000 servers, many used by domestic internet firms for large-model training and inference. The cluster reportedly consumes over 1,000,000 kWh per hour (≈1,000 MW) at run-rate. Zhangjiakou’s developable wind capacity exceeds 40 GW, supplying abundant green power to the compute site. A nearby compute center also commissioned a new machine-hall in May. Data show China’s compute centers are estimated to consume 170 billion kWh in 2025, about 1.6% of national power use, while green power trading volume is estimated at 328.5 billion kWh in 2025. Industry participants expect coordinated national deployment of green power and compute during the 15th Five-Year Plan period to expand upstream and downstream industrial-chain opportunities.
