Guangdong provincial government issued an implementation plan to expand and
upgrade the services sector, instructing the construction of an AI-enabled
software information services system and the vigorous development of
general-purpose large models and industry-specific large models. The plan
targets AI programming, digital marketing and gaming/entertainment as priority
business areas and seeks to incubate AI+software ecosystem unicorns. It also
mandates a core software R&D drive focused on foundational software and
industrial software for key sectors, organizing major tech projects to break
through critical core technologies.
