Tobago after the US clarified that Cuba remains barred from receiving Russian
fuel. The vessel, likely carrying about 200,000 barrels, had earlier stalled in
the Atlantic amid US enforcement. The Treasury added Cuba to restricted
destinations under updated rules following a temporary easing of sanctions tied
to the Iran conflict. Another tanker, Anatoly Kolodkin, continues toward Cuba,
testing US deterrence efforts.
