The committee directed accelerated innovation and deployment of green manufacturing equipment to deliver energy savings, carbon reduction and pollution cuts in key manufacturing areas; support for leading manufacturers to act as supply‑chain anchors and for the cultivation of unicorns and specialized 'little‑giant' firms; faster development of Zhongguancun into a world‑leading tech park and coordinated 'three cities and one district' development; and strengthened financial‑service and intellectual‑property policy mechanisms to improve the ecosystem for advanced manufacturing.
