The General Office of the CPC Central Committee and the General Office of the
State Council issued a flood-control notice requiring intensified, dynamic
inspections of key infrastructure risks—targeting transport hazards (steep
slopes, high fills, sharp bends, waterside sections) and urban lifeline weak
points such as low-lying pump stations, underground utility networks and ageing
pipelines. Authorities must strengthen operational monitoring and early warning,
increase patrol frequency during critical periods to detect and warn on hazard
signals, and tighten flood-safety management for major projects including the
South-to-North Water Diversion and West–East gas transmission to secure both
operational and under-construction infrastructure through the flood season.
