will be maintained through the imminent leadership transition. Andy Burnham, the
most likely successor to Starmer, has committed to support the policy and has
already benefited from the decade-long industrial growth plan in Greater
Manchester. Kyle said businesses can be confident the strategy’s basic framework
will not change, but added he has held private discussions with Burnham and
would not speak for him; Burnham should set out his own position.
