He said the ECB does not give forward guidance and therefore will not signal what it will do in July. Moulin added the ECB's 2.25% policy rate is "very low" versus other central banks, that June's hike was "reasonable," and that ECB communication indicated the June increase did not mark the start of a new tightening cycle.
