The State Council issued the Beautiful China Construction 15th Five-Year Plan,
calling for deeper marine ecological protection and strengthened regulation of
offshore wind, oil and gas development and construction activities. The plan
directs delineation of national and provincial key marine governance areas and
control zones; tighter land‑to‑sea pollution control with inspection and
remediation of major coastal sewage outlets; accelerated marine debris cleanup
and resource reuse; stronger supervision of marine aquaculture and coastal
bathing areas; and orderly national marine ecological surveys, targeted
ecosystem protection and restoration, and enhanced protection of key marine
species and habitats.
