The State Council issued the Beautiful China 15th Five‑Year Plan directing accelerated energy‑saving and carbon‑reduction retrofits across key sectors — thermal power, steel, nonferrous metals, petrochemicals, chemicals and building materials — targeting more than 150 mln tonnes of standard coal in energy savings. Priority will be Beijing‑Tianjin‑Hebei and surrounding regions, with a phased elimination of industrial coal boilers of 65 t/h and below; the plan also pushes clean‑energy substitution for coal boilers and industrial kilns in the food, textile and paper sectors.
