Deputy Prime Minister Novak has ordered agencies and energy firms to draft
measures to stabilize supply in Russia’s hardest-hit regions, TASS reported on
the 2nd. Novak said Russia has ample fuel stocks to meet domestic demand but
panic buying has lifted demand by about 20–30%. Local shortages at some filling
stations reflect refiners redirecting deliveries to specific depots and
stations; re-routing logistics will take time. To secure domestic supply, Novak
said Moscow could introduce a short-term diesel export ban.
