Hubei provincial government released a Culture+ Tourism action plan for 2026–2028 and said the housing and urban‑rural development department will plan 123 urban renewal priority districts for 2026–28, concentrating on 102 key projects this year. Renewal projects will integrate dining, residential, tourism, retail, entertainment, healthcare and eldercare functions as standard. Historic area upgrades will focus on Xiangyang ancient city, Jingzhou ancient city, and streets including Chenlao Lane and Sanyi Street. Support will be provided to redevelop more than five old factory sites in Wuhan and at least two in each of Xiangyang and Yichang. The plan also calls for refurbishing 60 comprehensive urban parks, creating 300 pocket parks and activating about 100 under‑bridge and similar public spaces.
