Iran parliament speaker Ghalibaf said he will provide $12 bln to Iran's central bank to fund its global procurement of required goods at any price and in any currency. He called the arrangement feasible and said related procedures are underway.

The National Medical Products Administration issued two guidance documents—Guidance on Classification and Delimitation of Brain–Computer Interface Medical Devices and Guidance on Generic Naming of Brain–Computer Interface Medical Devices—to strengthen supervision and support high-quality industry development. The classification guidance requires products that use BCI technology but are not regulated as medical devices to explicitly state "not for medical purposes" and prohibits claims that they improve, repair or replace central nervous system functions to prevent misunderstanding or exaggerated publicity.

Russian foreign ministry spokeswoman Zakharova said NATO is openly assisting Ukraine to acquire weapons capable of destroying strategic targets deep inside Russia, a development she said raises the risk of direct NATO-Russia confrontation. She said a NATO tender issued mid‑month for €250,000 (about 1.93 mln yuan) explicitly sought solutions to “keep airports disabled,” prioritising unmanned systems able to operate in environments with signal jamming and electronic warfare and to strike runways, fuel storage and ground-support facilities. Zakharova said the contract showed NATO was accelerating Ukraine’s integration into its command structure and defense-industrial base and treating Ukraine as a testbed for emerging military technologies.
