and recommendation rules, revising secondary industry classifications for
strategic emerging industries and adding "quantum" under the new‑generation
information technology sector. Industry participants told reporters quantum
technology is entering a new phase—industrialization is accelerating,
expectations for investable capital and exit pathways are improving, and policy
support is becoming more detailed—while firms still face common structural
problems and gaps with overseas peers, calling for patience and resolve.
