China State Planner and the National Energy Administration issued the New Energy
System Construction 15th Five‑Year Plan, directing accelerated transformation of
traditional industries — including steel, nonferrous, petrochemical, chemical
and building‑materials — and promotion of electric boilers, electric heating and
electrically assisted furnace/kiln heating. The plan calls for building
green‑fuel storage, transport and refueling networks in key regions, city
clusters and along transport corridors, advancing heavy‑truck charging/refueling
facilities on major freight routes and speeding green‑power adoption for inland
shipping such as the Yangtze. It also instructs optimizing and expanding natural
gas use and advancing hydrogen blending into gas supplies.
