The plan targets large-scale, stable expansion of onshore wind and solar PV, offshore wind development into deep and far seas, scaling of concentrated solar power and ocean energy, and advancement of geothermal, hydrogen and green fuels. It backs hybrid projects such as wind+biomass, mandates upgrades to grid-friendly, system-compatible renewable plants, aims to double non-electric uses of new energy, and requires establishment of a comprehensive evaluation index system for new‑energy absorption. The plan sets a target for new energy to provide 30% of power generation by 2030.
