MOFCOM, the NDRC and the Ministry of Finance issued an Action Plan to Stabilize
and Improve Use of Foreign Investment. The plan accelerates revisions to rules
on foreign investors’ acquisitions of Chinese firms, streamlines merger approval
and payment requirements, and strengthens interagency supervisory coordination.
It permits qualified foreign equity investment firms to participate as strategic
investors in securities issuances by listed companies in unrelated industries to
enhance strategic investment effectiveness.
