clause — ending all wars on all fronts, including Lebanon — is a core mutual
commitment. He said Iran has met its obligations but the other party failed to
compel Israel to cease military actions in Lebanon, a dereliction that
constitutes a clear breach; although some steps have been taken on lifting the
maritime blockade and reopening the Strait of Hormuz, the memorandum is a single
package, and violation of the first clause calls the entire agreement into
question unless immediate corrective measures are taken.
