Palestinian armed groups and factions said that with winter approaching the
occupying power and the peace committee bear responsibility for Gaza’s
humanitarian crisis. They called on the national committee to enter the Gaza
Strip immediately and begin fulfilling its duties, and urged mediators and
guarantees to pressure parties to ensure full implementation of the humanitarian
protocol.
