Beijing Economic‑Technological Development Area management committee issued measures to accelerate an open‑source domestic IT industry hub, supporting firms’ independent R&D in core hardware, basic software, industrial software and cybersecurity. The plan prioritizes general‑purpose AI across foundational theory and applications — including algorithms, software frameworks, AI compute chips and new compute clusters, plus software, industrial, data and embodied intelligence — and accelerates deployments in quantum computing, 6G, brain‑computer interfaces and optoelectronics. Firms undertaking major tech projects in these areas can receive up to 1:1 government matching funds, with maximum annual support of 30 mln yuan per project.
