Zhao Leji chaired the closing meeting of the 14th National People’s Congress
Standing Committee’s 25th session on the morning of the 6th. The committee
flagged a Water Law revision as important for sustainable water use and national
water security. The draft State-owned Assets Law and draft Financial Law
received a second reading; drafts amending the Criminal Procedure Law and
revisions to the Renewable Energy Law and the Tax Collection and Administration
Law were given initial review. The committee instructed that public comments and
submissions be studied and the bills further amended. Zhao stressed the Party’s
leadership over NPC work, called for unifying rule of law with party discipline,
urged improvements to the anti-corruption legal framework, and directed
strengthening the NPC’s supervisory role within the state oversight system.
