At the recent 11th (Autumn) Central SOE Investment and Development Conference,
NPC Standing Committee member and vice chair of the Financial and Economic
Affairs Committee Weng Jieming proposed creating technology-focused state
capital management companies to monetize high-quality, stable-cash-flow equity
held by SOE investors. Dividend income from existing equity holdings would be
used to provide funding for early-stage, high-risk investment in emerging
industries.
