Typhoon Bavi, the ninth typhoon of the year, was about 489 km off the Wenzhou
coast at 09:00 on July 11 with maximum winds near the center at force 14 (strong
typhoon). Bavi is forecast to move northwest at 30–35 km/h and make landfall
around midnight on July 11 between Cangnan and Sanmen in Zhejiang, then continue
northwest turning north; it will bring severe wind, heavy rain, high waves and
storm surge to Zhejiang on July 11–12. Zhejiang provincial flood-control
authorities raised the typhoon emergency response to Level I at 11:00 on July 11
and ordered local governments to monitor the situation and implement contingency
measures, including declaring an emergency flood-control period and, if
necessary, suspending outdoor gatherings, work, classes, commercial operations,
transport and closing roads.
