green power and emerging industries. The plan urges joint planning and
construction of new‑energy bases with compute facilities and supports measures
for compute facilities to raise green‑power consumption, explicitly calling for
tapping the spatiotemporal adjustability of computing loads to enable
coordinated operation with the power system. It mandates uptake of energy‑saving
technologies — efficient cooling, high-performance power delivery and advanced
waste‑heat recovery — to boost compute facility energy efficiency, and directs
construction of self‑consumption renewable bases and basin‑scale
hydro‑wind‑solar integration to align power supply with advanced manufacturing
and industrial demand.
