The National Energy Administration issued the Energy Sector Energy-saving and
Carbon-reduction Action Plan (2026–2028), directing measures to expand renewables
consumption and lift renewables’ share of generation. Market-relevant measures
include: accelerate development of new energy storage and explore long-duration
storage applications; scale up interprovincial renewable trading; step up
distribution-grid construction and smart upgrades to increase the grid’s
capacity to absorb distributed renewables and other new participants; and
promote green-power direct connections, smart microgrids, integrated
source–grid–load–storage solutions and incremental distribution networks to
facilitate local consumption and broaden green-power use.
