A memorandum granting Laos dialogue partner status with the Shanghai Cooperation Organization will be signed in Beijing on the 10th; Laos’ deputy foreign minister and the SCO secretary-general are expected to attend. Member heads agreed to admit Laos at last year’s Tianjin summit. The SCO now comprises 10 full members, 2 observers and 15 dialogue partners, including Laos.
