Kuwait's foreign minister said Iran's actions reflect a repeated hostility
posture, constitute a blatant violation of Kuwait's sovereignty and a direct
threat to Kuwait's security, stability and the safety of its citizens and
residents, and amount to a serious breach of international law, the UN Charter
and UN Security Council resolution 2817.
