The court found that after declaring emergency measures at the end of 2024, Yoon in early 2025 used the presidential security service to prevent the Corruption Investigation Office for High-ranking Officials (CIO) and other agencies from executing an arrest. This is the Supreme Court's first final ruling among several cases tied to the emergency-martial-law episode.
