The China Academy of Information and Communications Technology, together with a
compute industry consortium, has launched a Compute Superbank Ecosystem
Co-construction Plan using China’s compute platform to develop two market-facing
service models: a "compute supermarket" and a "compute bank". The compute
supermarket will offer flexible billing (card-hour, core-hour and token) to
enable SMEs to procure compute on a pay-as-you-go basis and lower upfront
investment. The compute bank will establish a simulated
deposit–billing–withdrawal–credit operational mechanism to let SMEs deposit idle
compute for cross-region, cross-cycle scheduling and flexible withdrawal; it
will research tiered settlement by compute contribution and explore a compute
credit-scoring system.
