The Shanghai municipal government issued its 15th Five-Year Plan for advancing
comprehensive rural revitalization, prioritizing measures likely to affect
agricultural supply, infrastructure and agri-tech investment. The plan directs
upgrades to farmland infrastructure at farms outside Shanghai, supports
smart/automated upgrades at out-of-province pig, dairy and layer operations, and
promotes development of the modern seed industry, digital agriculture and green
agriculture. It also backs Yangtze River Delta integration through new
cooperation mechanisms and the creation of rural revitalization training bases
and talent programs at external farms, and calls for deeper cross-regional
agricultural cooperation and market/industry linkage with counterpart aid
regions and cooperation bases.
