The third batch of 2026 "Two-Heavy" construction projects has been issued,
allocating 193.5 bln yuan of ultra‑long‑term special treasury bond funding. With
this issuance the government’s project list for the year is complete. Since the
start of the year the National Development and Reform Commission and relevant
ministries have arranged about 800 bln yuan to support 1,417 major projects
covering tech innovation, Yangtze River ecological protection and restoration,
major transport infrastructure along the Yangtze, urban underground utilities,
major water‑conservancy works, the western land‑sea corridor, higher‑education
upgrades and the Three‑North Afforestation program. Authorities will accelerate
planning, policy and institutional reforms to expedite delivery, including
improving railway financing and pricing mechanisms, piloting sewage‑treatment
charging reforms in Yangtze cities, studying service‑life standards for
flood‑control facilities and deepening agricultural water‑price reform.
