MOFCOM and CUSTOMS issued a notice initiating a pilot that allows qualified
firms outside comprehensive bonded zones, subject to application and approval,
to import goods under bond from abroad for quality, specification and
performance testing and then re-export them. Approved pilots are limited to
integrated circuits and consumer electronics; bonded testing may not be used for
goods whose import/export are prohibited by law, administrative regulation, the
State Council or authorized departments, nor may it be used for repair,
disassembly or scrapping.
