Under a four-year trial starting July 1, 2026, the UN will only return or credit unused funds to member states when the related payments have actually been received and are cash-backed. Previously, the UN could return or credit amounts even if some members had not paid on time or in full, effectively recording funds it had not received. The UN said the prior rule weakened fiscal stability and increased liquidity pressure on the regular and peacekeeping budgets.
