U.S., Israeli and Lebanese negotiators signed a three-party framework after a
fifth round of talks. Discussions included a U.S.-backed proposal for Israeli
forces to transfer some occupied territory to the Lebanese army. Lebanon sought
a full Israeli withdrawal; Israel said any pullback must be conditioned on
Hezbollah’s full disarmament and guarantees it will not reestablish a military
presence on the border. U.S. Secretary of State Rubio called the deal a first
step and said substantial work remains.
